The country’s largest infectious disease expert, Dr. Anthony Fauci, said that the country may need 70% to 90% vaccination levels to achieve herd immunity.
Now, this math is not enough. This is because more than 30% of people say they will not or may not get the vaccine. Skeptics run around, from specialized anti-vaxxers to people with religious dissent to medical staff who refuse to shoot.
Out of this vigilance against the COVID-19 vaccine, should the government pay people to vaccinate? Some economists and politicians are advocating the idea of a "cash-for-cash" program in case the country has difficulty getting herd immunity this year.
Robert Litan, an economist at the Brookings Institution, said that overcoming vaccine skepticism may be more attractive than celebrities, politicians and scientists calling for public service. Therefore, he has been advocating Plan B-paying cash for everyone who gets vaccinated.

By the time the Trump administration had placed travel restrictions on Europe, the importation of the virus and the community spread of the disease had already started in New York City, according to the report. Testing was limited at the start of the epidemic in New York City, which allowed people with undetected cases to spread the virus.
